It’s a timken plant now I believe, I used to work right down the street and heard it all the time.

I know that sound. Sounds like someone screaming in rhythm. It’s the whistle from letting out steam of their boilers. Happens all the time. OP was talking about a different sound. Seems like military planes from the comments.
