Yeah I get that I can turn off Siri for added protection, but how is it not a privacy issue? My phone transcribed a conversation-unbidden-and appears to have been prepared to text that transcript to someone in my contacts list. It wasn’t Siri, because as I mentioned I never initiated that program. Seems like a huge privacy issue to me.

Well… because it is said up front that Siri is consuming your audio to produce a response. It seems really obvious that if you explicitly give a cloud personal information, it know it’s you. If Siri was running in the background sending all of your audio, your iPhone battery would die in 1hr.
So, Siri has a switch to listen to collect the data.
Fwiw, I hate Siri, I’m a iOS developer . I have a good friend that works at Apple working on Siri. I don’t use Siri and I’m very aware of what Apple collects.

It might not be sending your audio, but to work it does have to constantly listen for that trigger. It doesn't always get it right either. My work phone is a iPhone and Siri triggers all the time.
I drive alot for work and have to setup routes in maps. Just with the radio on I can see Siri triggering and listening multiple times a day. It's weird because it's often a phrase not even close to "hey Siri".
