Banks want the benefits of crypto (speed, verification, etc.) but reliant on the banking industry to back it. Fed wants traceable currency. No one wants borderless currency. No one wants heavy compute overhead.

Private blockchain, it's been done a bunch before. It's a centralized blockchain solution.
