I read somewhere Belzer thought Munch did it, but we know him and his theories:)
Bayliss was the one who caught the case, so I don't think it was him. I'm thinking either Munch or Pembleton.

i remember my original watch of this show back in 2006, I had to get the episodes from Netflix DVD Delivery. I was running through the show so fast they throttled me. Then some DVD's arrived snapped in half. The arrrgh matey scene didn't have the whole series back then.

You might be thinking of Law and Order SVU but Richard Belzer played Det. Munch on a show called Homicide as well.
What? You guys blew my mind! First of all, sorry I don't know and second of all, allright! I didn't know there was more Munch to be had. One of my fav characters on SVU, and now I can go find me some more Munch.
Homicide was an amazing show. Much better than the SVU shows. Definitely the second best Baltimore cop show.

Yeah, his presence in Law and Order is just as a very extended crossover. He was invented for Homicide and is in 100+ episodes of it.
He actually shows up in a bunch of different shows like the X-Files and Arrested Development. Kinda his gimmick.
He crossed onto the original law & order first while still on homicide. He did four episodes on that. He also played munch on episodes of the x files and the wire!

Probably him or Bayliss. Bayliss also seemed like he was ready to snap and he could have done it. I liked that it was made as if the whole division could have done it.
