Craig Mazin
No particular order but David Simon, Vince Gilligan, Peter Gould, Craig Mazin, Mike Flanagan, and Trey Parker.
Also Sam Esmail although I've only seen Mr. Robot as far as his work.
Sam Esmail cowrote and directed Homecoming Season 1. Stellar cast and writing IMO.
Season 2 however.... utter trash.

Such a great movie
David Chase and David Simon, Aaron Sorkin at his best is brilliant. Vince Gilligan and Peter Gould achieved something magical these past 14 years with BB and BCS.
Lindelof hasn’t always written the best movies but he wrote some of Lost while show running and has a writing credit on every episode of The Leftovers.
Plus Watchmen!
David Milch, at his best, was the best.
J Michael Straczynski. He's niche, comics and sci-fi, but I'd argue that Babylon 5 is one of the great achievements of 90s TV.
From the UK, John Sullivan, who wrote Only Fools and Horses, Linehan, Horowitz keeps churning people pleasing tv, year after year. Is it highest quality? Maybe not. But the consistency is impressive.
Matt Weiner wrote 12 episodes of the Sopranos and then created and wrote most of Mad Men. That’s pretty hard to compete with.
Obviously a shoutout to David Simon who’s written multiple incredible pieces of work, but I’d give Weiner the edge
Lot of love for Vince Gilligan as he deserves but if we’re talking strictly about writing he’s probably a notch below those two. In terms of overall maker of television, if his next project lands he’ll easily be the top dog

I'm throwing Rob Thomas out there because Veronica Mars is a gd masterpiece and iZombie is really well written as well.
I enjoy Robert and Michelle King who wrote The Good Wife, The Good Fight, BrainDead, and Evil.
Joss Whedon for certain genres, Damon Lindelof, Noah Hawley, Aaron Sorkin, and the 30 Rock writers who wrote any and all of Jenna Maroney's dialogue.
Graham Linehan had a good run, before he went all Rowling.
David E. Kelly is one of my favourites: Picket Fences, Ally McBeal, The Practice, Boston Legal, Boston Public, Goliath, Mr. Mercedes, Big Little Lies, Big Sky, Big Shot, The Lincoln Lawyer, and many more.

Everything David Simon has done has been top quality. Impressive considering even a lot of great television writers (David Milch, Matthew Weiner) have struggled after their shows went off the air to recapture the magic.
