Funny thing is that Nintendo actually published a Popeye game for the C64:

Oh I should have read this before posting my comment. C64 Popeye was really good! There's maybe 10 games I kept coming back to for years when we had our Commodore and that was one of them.

I remember my dentist had an arcade machine with this game on it. It was free to play, but it was very old and the display would not show the floors or ladders, just the sprites moving around the black screen.
