If there was another frozen continent in the North Pole (Hyperborea like the Ancients named it) then would the circumpolar current around it be counter clockwise?

It makes me wonder, is it less that the ocean is flowing around the continent or the continent is turning within the ocean?

As in the earth is spinning about the poles. So instead of the ocean moving around the continent, the earth is rotating the continent through the ocean.

The oceans rotate with the Earth. They're a part of it.

Right, but have you ever had an ice cube in your drink that you wanted to chomp but when you take a sip, it is on the other side of the cup. So you rotate the cup around but the water stays in place and the ice cube doesn’t move. That’s the idea I’m having.

The water is already rotating with the Earth. There is no sudden angular acceleration.

Fun Fact: This current is what lead to the Southern Ocean being established as its own recognized ocean.
