Not only did he fail to act, he anticipated that there would be secular law enforcement investigations, and he threatened to excommunicate, not anybody who was found to have committed the alleged acts, but anybody who "talked".
Edit: the Vatican actually made that threat as early as 1962:

He might have been the oldest pope but he wasn't the pope when he died so I would wonder who was the actual pope the longest but then I realized that they all cover for pedophiles so I don't care!
