Not to seem weird but I went up to the car and I am 99% nobody was in it, also if they were staying warm I don’t think they would want to draw attention to the car.

Parking lot behind m&t bank, in front of Kellogg’s Hubbard library in the street, school street bridge just off the street. A Honda pilot with a dent on it and a Nissan sedan maybe.

They absolutely do not. They are very short staffed and have stated they may not respond to calls that aren't emergencies. I'm not sure what motivation they would have to use "bait cars" even if they weren't. It's not like car theft is a big problem in Montpelier.
