Both.

The only sketchy one was paying the bf for hours not worked. The others sound like stupid “I don’t know the rules” mistakes. The hours one though... everybody knows you don’t get paid when you don’t work.

At this level is doesn’t seem to rise to the level of 100 years behind bars, seems more like a slap on the wrist type crime than a go directly to jail crime,

There are multiple corroborated instances of her falsifying time cards. This shows a pattern not someone being "overwhelmed". Another interesting case of Rama coming out swinging for criminals. Rama thinks its ok to commit fraud but not ok to defend your family, life, and property.

Yes, I think they would but they would be dealt with differently. If you take the responsibility to be the biller you need to know the rules.

I was thinking along the lines of the money going to the boyfriend meaning there wasn't enough money to pay the actual care givers. Comes off like a miniature Ponzi scheme if you were to think of it that way.
