West end / foggy bottom sirens

For those in West End / Foggy bottom area, has anyone been hearing bizarre repeat sirens followed by what sounds like some kind of megaphone at random times in the last few days? If so, do you know what it is about?

There's a truck driving around with some bilboard about genocide in Africa. It's driven by my office several times this week. Probably aimed at the leadership conference.

There were some assholes protesting outside the Ritz Carlton with a megaphone the other day…at 8 in the morning. The protestors were of African descent, so I wonder if that’s related to what the other commenter was saying.

Edit: “assholes” because the use of a megaphone immediately adjacent to the hotel, apartments, and offices is obnoxious and completely unnecessary.

Not sure but something about a genocide and they are driving around in a truck with speakers playing rly loud flute like alarms
