They actually have pretty good building codes and standards after the big earthquake in the 90s. The issue is that they have terrible enforcement and have had a series of construction violation amnesties, which were politically very popular.

They'll probably use these investigations to scapegoat their opposition. Erdogan already knows why the buildings collapsed and who is responsible; him and the immense corruption he lets happen. This is just lip service to the victims to seem like they're doing something to fix it, but Erdogan is more than likely going to use it to blame people against him and try to get even more power. Can't let a tragedy go to waste. They've already hinted at delaying the election later this year due to the earthquakes.
