I think russia just wanted to scare them away... ...but they forgot their own incompetence and accidently downed an enemy drone in the process. I believe this incident created more trouble for russia than it did good, so I doubt It was intentional. It solidifies USAs stance, which is pretty bad for them in comparison to the intel that was prevented. Only a dumb leader could make a decision like this... ...but on the other hand, here we are. Ah man, I dont know.
