Hmm, better condition to who? That’s very relative. The best condition would have been for them to stay belonging to their home.

Better to the humanity as a whole. Regardless of their place of origin, valuable historical artefacts should be preserved and protected in stable, academia driven non-corrupt secure countries that are capable to ensure their maintenance.
We don’t want keep these artefacts in places where tomorrow a military junta or isis can overthrow the government and then sell to private collectors or even destroy these items. Better safe than sorry.

In most cases and most countries yes but there are still some countries where Artifacts would be purposefully destroyed
