My thought process is that its not functional, either they dont trust their own vaccine or they like the control they have on the citizens

That comment says more about you than OP... And it's a legitimate question to raise: why does China continue this policy that clearly isn't working (as they continue to shut down cities) and also hurts them economically.

Because the Sinovac is not as effective as West's vaccines. Combine that with yet another Covid outbreak and China's healthcare system gets overrun again.

if you're talking of shitty authoritarian regimes then a logic like theirs works

you quarantine entire cities at a time, push spyware to your citizens and monitor their every move and while you're at it you can keep gathering more information (other than for prosecution and profiling idk for what) and not have to worry about having a working vaccine
