Oh boy, it does make sense but I fear that's gonna create a global policymaking nightmare if they aren't careful because it includes international waters and how to do so while co-existing with non-NATO states. Also figuring out who pays what, especially during the Trump era, when US threw up a hissy fit about them spending more for NATO than others.
