Most countries in the Americas consider it one whole continent with it many ways of divide it (Latin-Anglo, North, Center and South, with Mexico in north or center America), but, for the Olympics for example, it is just one continent. And i think in some point it was talked about how “Eurasia” was also just one continent, with political divisions.
Now, if we are talking about confederations, yes, you are 100% right.
