What makes you think you can’t fire someone without cause?

In Massachusetts, absent a union or a contract, employees are at-will and can be fired at any time for any reason or for no reason at all reason.

There is also plenty of room to argue if you do give a reason; not saying successfully argue, just saying room to argue and litigation is a PITA.

Learner's permit holders may drive when accompanied by an driver who is licensed, who is at least 21 years of age, who has at least one year of driving experience, and who is occupying a seat beside the driver.

There are no restrictions for additional passengers to my knowledge.

I believe you may be thinking of a Junior Operators License, which prohibits recently licensed drivers from having passengers in some circumstances.
