I'm certainly not here to discount your feelings... I will say that whatever conference it is has no interest in attendees being victims of crime. If you follow general safety rules, you will be fine.
Safe places to spend your free time include the countless museums, the National Mall, Arlington Cemetery, and if you can make time, the Old Town Alexandria waterfront and/or the Southwest waterfront.
I'm not from DC but I've always lived in places that rely a lot on tourism dollars. These cities will often make tourist safety a priority over resident needs.
If you can believe the city has a financial interest in keeping you safe, it may help.
