Well ideally you'd do it as an agency. But we've seen how that can also have major changes quickly with administration changes... Used to be more stable as was the intent of agencies, but they're largely not.
So I would say I wish they were regulated by an agency created by Congress with characteristics they used to be 70-80 years ago. But yeah that ain't gonna happen

To add to the other commenters the size to transport them. They complete their assembly on site. The wheels are about 12 feet high. A lot of their shipping requires wide load permits which adds time and cost to ship.

I'll be candid, haven't read the article, but I work in Manufacturing of large equipment, and when I first saw this headline I thought "50%? That's pretty good."
Apple has rigorous standards especially on the outer casing because that is so core to the brand's image. There's a reason every phone kinda looks iphoneish with the camera bumps, the upper left hand corner, etc.
This is double edged sword for India's manufacturing. They're newer to this sector and standards AND they're adhering to apple's standards. 50% is damn good for a first go around.
