There are a couple of things to consider here.

If VA requires the signature to be notarized then it will be required when you register it in PA. If not then only the signature is required.

Make sure you get a bill of sale from the previous owner because they will collect sales tax when you register it.

You need to get your PA drivers license before registering your vehicles.

We have a lot of stupid laws here.

One thing that is aggravating is that it is very difficult to find out exactly how much postage is actually required. While some news reports had reported you need two stamps that is not correct, and even the USPS website is not really any help. The first year of the pandemic our county didn't supply postage but the past 2 years they have.
