try Eddie Brickle and the New Bohemians - their first album (Shooting Rubber Bands at the Stars) is very good (for me not a single filler) - well the mood of their songs is definitely different from the likes of Lush and Slowdive (or Cocteau Twins) but maybe you will like it (here's a sample: EB&NewBohemians
oh I forgot about Bel Canto - I really love some of their songs (like this one for example: Bel Canto - Shoulder to the Wheel)

I think Nena is an artist singing in German - however the one and only song by her I'm familiar with is "Neun-und-neunzig Luftballons"
there is also this band Toten Hosen which is neither techno nor metal

or a couple of albums by Cocteau Twins (Heaven or Las Vegas is probably the best choice but Victorialand and Blue Bell Knoll are good as well)

the only newish music I like is a couple of songs off Dua Lipa's aptly named album (at least judging by the songs I know) Future Nostalgia - I'm a freak like that
