The 1960s was a transitional time for drywall, maybe you've got rock lath under drywall?
I second other's recommendations for toggle bolts or similar anchors if you can drill far enough to find the cavity. But if the overall wall thickness is only 3" that cavity might not be very deep - could be framed using 2x2 nominal lumber

the newer lumber caught my eye too. In my own home I wouldn't lose any sleep over removing it

R49 is now code minimum all the way down to climate zone 2. For zone 5A (OP's location) it's R60

Your plan seems solid to me, except you'd get better insulation value out of your eps by putting it on the wall first then adding your 2x4 furring over top. The new studs would be anchored to the old ones with long screws through the insulation.
