Absolutely. That business can then transfer it to someone else for goods and services, aka use like any other money. It's out there in the wider economy behaving like normal money.

So for governments to take on debt without completely fucking over their economies, the money can't be just poofed into existence. It must come from already existing money. The US, for example, borrows money from people by selling treasury bonds. Basically, promises to return the money plus interest over x years.

Here's a great video about an LA underground power line. It goes over many of the downsides of underground power lines.

TL;DR

  1. The lines need to be insulated from each other. Above ground, they can just be hung far away from each other. Under ground, you need to spend more money either building a large tunnel or adding insulation.
  2. Locating where underground lines have been damaged is a pain in the ass (more expensive and longer down time).
  3. Digging up the lines to do the repairs is also a pain in the ass (again more expensive and longer down time).
  4. Just doing maintenance is a pain in the ass. So underground lines won't have trees falling on them, but they'll just fail because it's not worth doing preventative repairs and maintenance.

Basically, what it's saying is forces always comes in pairs. For every force, there's an equal force in the opposite direction.

The force pushing air out of a balloon has an equal and opposite force that pushes the balloon forward.

The force from a boat's propeller pushing water backwards has an equal and opposite force that pushes the boat forwards.

The force that shoots a bullet out of a gun has an equal and opposite force that causes the gun to recoil.
