Not a doctor here but if there are circulating tumor cells in the bloodstream isn't that pretty late? Isn't that metastasized?

Not really possible. Would require literally every person on Earth to stop research into AI. Not gonna happen. The incentives don't align to that. Someone is going to keep working on it, so you might as well too in order to get there first.

By the time that happens Falcon 9 itself will be obsolete. ESA needs to compete with the rocket after Starship, not F9.

Yes. Nick Bostrom's book SuperIntelligence. He gets into the potential avenues AI could and likely will go wrong unless we do some things about it well in advance.
