The National Electric Code (NEC) requires this equipment be grounded. No it is not safe to use ungrounded.
Try Googling washing machine electrocutions. A properly installed cord, and whole house ground reduces the risk.
Lifting the house ground lead at the water supply is contributory negligence. I would find it hard to believe Lowes would sell a defective product.
