I like it, but like everything else in this hobby, it comes down to preference. I tend to prefer a hard bottom out. Probably related to my preference for tactile switches.

On Linux, the Windows key is a meta, and often gets bound to similar shortcuts that you would use on Windows in most Desktops.

I the case of a 65% (or 75%) there is only 3u between a 6.25u space bar and the arrow keys. So you can either have two 1.25u (normal sized) modifiers and have .5u of space left over, have 3 1u modifiers, or 2 1.5u keys. If you opt just two 1.25u keys, you need a blocker to fill that empty space.
It is mostly a matter of aesthetics though cap compatibility could play a role.

For a 60%, I really feel you are better off just doing a standard layout, maybe splitting the right shift.
You can setup tapdance in QMK so the bottom right modifier keys do a arrows on a tap, and modifier on a press and hold. Then no weird cap sizes are needed, and you get the same benefits.

Think of like headphones or fountain pens. There are a lot of different nuances if you want to investigate to search for the perfect keyboard. Switches, plate material, plate mounting style, case material, sound dampening, layout, firmware, et cetera. Some people are very concerned with how the switches feel, or the acoustics, or the perfect layout that is unlikely to be a standard QWERTY layout.
Or you can just try a few switches, pick what you like, pick a size and features, and call it done.

For most PCBs, the controller and resistors are already soldered on. Just plug the PCB into your computer's USB port and got to keyboardtester.com or similar and bridge each set of pins. When you press a switch, the leafs make contact and bridge the connection. So bridging the pin sockets with a metal tweezers is doing the same thing.

Define efficient.
Generational ships are the obvious answer. Big city or nation sized ships that contain a very large population of people and animals and plants. Rotate the ship, and slowly cruise out to your destination. The people that board will never see the destination, but maybe their many great-grandchildren will. Hollow out a large asteroid or build an O'Neill cylinder.
