Tony Cheng’s in Chinatown DC. First floor is Mongolian BBQ, second floor is what you are looking for. They include a high gratuity at the Mongolian BBQ - preCovid - be careful about overtipping.

I’ve never heard of such a DC law. There is “adverse possession” which takes 15 years I believe.
