You can always find an underwriter for just about everything, it's just usually really expensive. My previous house was literally on a fault and the cost was insane.

But even if they can find it, it doesn't mean it will be there when you need it. Massive catastrophic events like that have a way of bankrupting insurance companies. They might be able to reinsure, but for something like this, probably not.

It's a damned if you do damned if you don't situation. It's more about harm mitigation at this point. The options to salvage it put a lot more critical areas at much more danger. But they let the ship get so bad that they can't do anything now. It's kind of like windmills, sure they kill birds, but global warming is going to do a hell of a lot more damage to birds.

Based on what evidence.... Phone call. The cell phone data was proven to be shit. DNA evidence? That's been shown to involve someone else and excluded him. Timeline.... Wow, I wish I could remember every detail from a few days ago let alone a week ago. There really is no evidence. And evidence of someone else. We likely will never know who that is because the DA doesn't want to touch the case anymore

On a statistical level of just surface level evidence, sure statistically, he was the most likely person. But the bar of evidence is reasonable doubt. And the was plenty of reasonable doubt. It's not our place to continue to claim he's guilty. According to the state, he's innocent and that should be good enough.
