Can hitters not control where they hit? Seems more sporting to let the shift happen and let people adapt to the skills required to exploit the shift.

The proof is in looking at the thing. Bike helmets offer a much reduced rear of head coverage. Test requirements such as what you mention just cover testing the materials for impact durability, not the impact locations.

Not sure what you mean with temperature differential there. All engines be edit from colder intake air because it is denser, and thus packs more oxygen by volume.
