If I understood the article correctly, it says the source is somewhere between earth and the New Horizons spacecraft. New Horizons hasn't reached the Oort cloud yet, so I think they've ruled this idea out.

The largest concentrated sources of methane emissions are fossil fuel extractors. Fracking in the USA, oil in the middle east, oil & gas in Russia. I wouldn't expect China, India or Brazil to be among the worst offenders. Of course, they have high greenhouse gas emissions too. China and India still burn a lot of coal. Brazil has a high rate of deforestation.

Heat pumps get 200-300% efficiency.
For people whose electricity is generated from gas, you should include the efficiency of generating electricity in your calculation. So a space heater would be ~50%, but a heat pump still beats direct gas heating.
