I kinda thought it looked like a swimming penguin or some kind of bird, but I can see fish

I was in a parking lot when I stopped to take a photo. A lady also stopped to see what I was looking at, she had the same reaction and then walked into the liquor store. I'm sure thats why she was there to begin with, but still funny.
