A gap at the bottom won't stop water from working its way up since capillary action will "pull" the water up. And the gaps will get super gross unless it's constantly cleaned.

This is the smart move if you want a lasting fix.
Most paints are intentionally made to be resist staining and penetration. OP is likely going to see chipping or other issues in thin areas. Maybe not right away, but it won't last as long as grinding down to clean concrete.

That's not how capillary action works. There is no "pressure" with capillary action.
