my god. i left philly in late '95 after attempting to pitch a mostly built a web based 311 like system for FREE to the city because of stuff like this in South and West philly. This was a project i did while at Temple for some RTF credits in Dr. D'Augustino's classes - Ed Rendell flat up rejected it after our pitch... man...

Just proves that more Philly changes, the more it wants to remain the same.
