You really think there is some administrative process so secret that none of us have heard of it, but that 15% of people under 29 and 10% of people under 44 have had to do recently?
This doesn’t require a wealth of knowledge, just some bare minimum of critical thinking skills

The standard and any legal requirements depend entirely on where you are.
Beyond anything legally required, it's a negotiation like any other. If you don't have leverage (e.g. the potential to create a legal headache for your former employer), you probably won't get much more than you're offered.

What's the question? You found the relevant law. Throw it back in their face. Tell them to produce this agreement or pound sand. Assuming you're not forgetting that you signed this thing, they won't be able to and they won't have a leg to stand on.
But I'm also curious where you're from that a broker's fee is such a completely alien concept?
