I get that... if shelf is 5" above the vent, then you will basically have an unblocked 5" x 32" vent.

This is a temporary setup and 'looks' are obviously aren't important here. Not sure why you want to frame in the bottom area or the sides.
If it was me I would just move the shelf you have there down to the height you want. Go ahead and just move that trim wood above and below the shelf down to where you want it.
Dishwasher isn't that heavy and that board looks strong enough to me.
I'd also consider just pushing the dishwasher to one side and then you have 8" of storage space that you can work with.

Out of the box solution... mill down a few planks of your new flooring for what is going over the tile. So take some of your 18mm down to 11mm.

Top 'piece' with the black disc (with screw in middle) is movable by design. Make note of it's current position and untighten screw. Move the piece about foot away keeping upwards pressure on the door.
You will now be able to maneuver the bottom peg into the bottom hinge. Slide piece back to original position and tighten screw.

Those pipes are flexible and being held in with small screwed in clamps. Go ahead an temporary remove them to get to paneling.
Looks like cabinet was installed on top of paneling. I would temporarily remove the cabinets as well. I'm guessing they are screwed in as well as opposed to be 'liquid nailed' to the wall.
Alternatively, you can try to carefully score the paneling a few times with a utility knife flush with the sides of the paneling and see if you can snap the paneling apart with a clean line.
Geez... every time I look at the picture I see more... they installed the paneling before adding the drop ceiling as well. Maybe try the score with utility knife trick there as well.
BTW... if it was me, I would just paint over it.

Might as well replace the whole flush value assembly. I think you may need to take the tank off as well, so make sure to replace those 2 long bolts and gaskets as well.

If it was be, I would consider just pushing the baseboard in to make contact with the drywall? I don't think it matters that the baseboard is 'straight'... especially in garage.

My suggestion would be to take a piece of 2x1 wood. Cut is to width of shelf. Attach it to bottom of a fixed shelf in the bookcase.
Now if the back of your bookcase is flush against the wall, you are good. If not flush add another piece of 2x1 wood of another scrap.
To finished, just drill into 2x1 into 1 or 2 studs.

I'd do a longer rectangle of wood instead of round.
Or go ahead and get a piece of metal instead of wood. That way you dont have to worry about stubbing your toes.
