Russian banks are sanctioned not the Russian people.
Only the few Elite that are personally sanctioned, suppose to have there personal bank accounts frozen with western banks.
The regular Russian Citizens can access there personal bank accounts with western banks.
But there can be no transfer of money with Russian banks and western banks, because if the sanctions/ban on Russian banks
