Where in the article did it mention trafficking? The article mentions sexual Assault, and coercion but I didn't see anything about trafficking.
Edit: Trafficking is using force or coercion to SELL sex. The coach allegedly SAed the victims there was no mention about actual trafficking. Words matter.

Legally no. The Navy isn't a law enforcement agency. Much like the Army can't enforce laws on land. Also, US law doesn't extend into areas that aren't the US.

NFL Films isn't the NFL, they are a media company that came to agreement to license the NFL for their company. The NFL is really just an arbitrator for a group of companies that work together.
