Erie has a really low cost of living. I know it has gone up since but my brother bought a small cottage style house around 2014 that had all new plumbing and electric recently put in for less than $80k.
Invest in a couple of those long underwear base layers and get one of those nano puff jackets. I can wear almost my entire wardrobe year round but just have a nice insulated layer underneath and that thin down jackets will keep you comfortable outside
