If you are not looking for a urban place to live then Windsor and Bloomfield are racially diverse suburbs. West Hartford/New Britain l/Farmington converge near a mall/strip that has some of the most diverse food options in Hartford county west of the river. East Hartford/Manchester are also quite diverse and not as city as Hartford on the other side of the river. If you are looking for an urban experience really Hartford is the only option but due to redlining, interstates and white flight it is a bit segregated with blacks in the north and Hispanics in the south so it is "diverse" as not white but not necessarily diverse as multi-racial.
