There's Westover Beer Garden (down Washington Blvd from Ballston) and Cowboy Cafe (on Langston). Neither are walkable from Ballston, but they're a short uber/bus/scooter ride.

If you're commuting from N. Arlington (along the Orange+Silver line) to McLean, you'll have no trouble at all using metro. If you're in S. Arlington, I'd recommend a car for that commute. You'll also find ample charging options in Tysons/McLean.
