Agreed, the West should have good plans in case something similar happens against it, sort of like the oil crisis in the 70's.

Something like that can't really be resolved in court anyway, so educated speculation is the best we're going to get.
Unless whoever did it screwed up and left some damning evidence behind.

I guess the issue is GLONASS would need to remove the past adjustments, or else it will be using a 3rd timing system that has some adjustments but not all, and would match nothing else.

Because it's correct, GPS doesn't need leap seconds adjustments, that's why it doesn't have them.

Yes, but it has 0 need for leap second adjustments, it's the relative timestamps between the satellites that matters, not their absolute values. (T1 + 18) - (T2 + 18)
