Its probably best to perform a study to assess the effects of retiming signals on congestion, queuing, impacts to side streets, etc., before arriving at some feasible and viable options to solve the issue and best optimize signal timing for existing and future demands. My question is the price tag. Perhaps the cost is legit, considering the labor it takes to perform a timing analysis at one intersection, multiplied by hundreds, as well as all of the other data collection and analysis that's probably needed. I wish we could see the scope of the study that justifies the cost.

Can you please have all of those damaged attenuators and crash cushions along I-83 replaced? Seems like every single one of them is destroyed and have been for years. They no longer function and are now fixed objects that will increase the severity of a crash if they're struck.

If you don't mind driving a couple hours, I'd recommend Skyline Drive in VA. I'd imagine the further south you travel, the further those locations will be from peak colors. Also, there are some great scenic overlooks along Skyline. My wife and I will typically drive maybe 30-or-so miles down and back, stopping and taking pics along the way, and then get some good pho from one of our favorite places in Northern VA on the way back home.

The Nation of Islam brothers used to be on the corner of Hillen & Argonne or Hillen & Coldspring near Morgan selling beanpies and Final Call or Muhammad Speaks. Years ago I got one of them to tell me where the pies are baked at and was able to buy them directly from the bakery. It was on Park Heights Ave., not sure if its still there as its been over 15 years.

Low bid procurements are pretty standard in this industry and typically have the most potential to yield the best value to the owner. There are no guarantees that going with a higher bid would bring better value, absorb more risk, or be more reliable. That said, accepting a bid that's 30% lower than the engineer's estimate would be very difficult to justify as reasonable unless there were unique circumstances.
