I think it takes into account the distance between the restaurant and the customer, but not the distance the driver needs to drive to get to the restaurant.

It's actually the reverse of this. Corporations are not raising their prices as much as inflation.

I'd rather have them on a bit early and get a little extra wear on them than get caught in snow with summer tires. I usually throw mine on the end of October just to be safe. I figure if I plan to get them on by the end of October and procrastinate a little I'll still have them on in time for any November snow. Waited too long a few years ago and still had the summer tires on when we had that fluke storm in the middle of November that basically shut down the state.

When they do a town wide reassessment the tax rate doesn't stay the same though. The value of your house might have gone up, but the tax rate is then cut to compensate. The town's tax revenue will stay approximately the same. Your taxes might go up, but certainly not by 60%.
