What’s stopping someone from adopting a dog and placing it at a different shelter?

I tried to get a rescue from two different shelters. Both times the process and who they have to interview just to get the dog is a huge turn off. I get it, it’s to deter the bad ones. But it shouldn’t be like applying for a mortgage or getting classified clearance....

Applying for a mortgage is often not as difficult as adopting a dog. I've seen places not want to place dogs with people that had to leave their homes to go to work. Granted there's a lot more remote work happening now but this was precovid. Some of them had such impossibly high standards that it would have excluded almost everyone on the planet. Not sure why someone with a job is worse than a dog living in a shelter.

FYI I didn’t mean this is a negative context. I just mean if they can’t find fosters for all the dogs, I wonder if they’ll just end up at a different shelter? Hopefully not euthanized
