To protect and serve was painted on LA police cruisers after seventeen year old kid came up with it. It isn't based on any mandate or rule anywhere. It's a PR device.

In fact SCOTUS ruled that the police have no obligation to protect people. Idk what we're paying them for but apparently it isn't to protect us!
