I live in an apartment complex that only has street parking and I have a handicap. Walking more than a mile let alone in the snow and ice is not really possible for me. What am I supposed to do? Is the state/city really expecting the elderly and disabled to walk a distance in the cold, ice, and snow? I can't find any answers or resources online to help.

Walk over to your neighbor and ask if they can help you. You can arrange an Uber ride. Call friends and family.

Yes, it's very inconvenient, yet snow plows HAVE to get through. If you're disabled or elderly, it is expected that you have someone in your life for situations like this. I'm sorry there are no programs for you for these situations but they honestly don't happen that often. So you're getting the hard truth: ask for help.

Your apartment complex should have an office that should be able to answer all of those questions. I have never seen an apartment complex that does not have some sort of parking specifically designated to the apartment complex, and usually you can only park there if you get a parking ticket.

You say you have a disability. Do you not have a Handicap Permit? If so, you could ask the jurisdictional department to put more designated spots closer to your building.

Pretty much, this is what happens when they let these buildings get built without enough parking.

There is a huge shortsighted push to build things without proper parking access, 20 something dont get that as you get older your going to need vehicle access and that it should be accommodated for day 1.

The state/city isn't responsible for finding you a parking spot.

Since you don't mention where, it's difficult for anyone to make any useful suggestions. But maybe you could spend less on mall ninja gun accessories and find someone you could pay for a parking spot.
