Is that not a thumbscrew on the left for removing the grille? Or yes it is, but the wood frame blocks removal?
If it can't come out, and vacuuming doesn't work, you could blast it with compressed air. It for sure will make a mess, and you'll have to clean your filter after, but it should work.
Unless that is greasy dust that sticks onto the surface then I think you're looking at using a damp cloth (or toothbrush like Mysterious-Ad7019 mentioned) and going 1 by 1 to clean them out.

I would just pull it out and get a new one. Those are light diffusers they sell them at pretty much any hardware store cheap and easy to cut.
Or just pull it out and spray with a hose

They look like 1/2" squares, in which case a .50 caliber cleaning mop would allow you to brush each square individually. Yes, that's tedious, but probably the only option that doesn't involve disassembly.
Too small? Try shotgun mops. This 20/28 gauge may fit.

It can't be removed unfortunately. The unscrew bit only gives access to the filter, not to be able to remove the grate.
