Yes, if you have the right supports available. Tree stumps CAN go on to live for hundreds of years, but they don't do it alone. They only survive because they are connected to other trees through their root systems and the other trees actively send nutrients to the beleaguered stump.
Humans are not so different. The more supports you have in place the easier it is to fail and begin anew. If you have no supports though it's almost impossible.

But they absolutely NEVER grow out of the stump like this, because those k my part of the tree that’s alive is the out layers. New off shoots would grow off the side, not the center.
