It's just "loop play this one video", similar to the "repeat one song" function in the MP3 players in the previous decade (repeat all, repeat one, randomize).

Right click in the video -> select "loop"

If you have a Youtube account, you can create a public / unlisted ("public", but hidden from the search; the people with direct link can access it) playlist and you can share the link to it. So, the main feature is described in other comments - creating and sharing a playlist without the Youtube account.
